The MTA Enterprise Information Asset Management Strategic Innovation (EAM) group’s mission is to manage a growing and transformational portfolio of enterprise programs and projects, focused on improving business processes, standardizing and unifying asset data and information systems, adopting new technologies and developing new skills that will enable managing our assets more efficiently and supporting fact-based decision-making. The Manager, Program Controls is accountable to the Deputy Director, Operations Support and is responsible for providing overall program/project controls (cost and schedule) management direction for the EAM Portfolio. The Manager will support project development, monitor and control efforts, supporting and coordinating with Program Managers, Project Managers and Technical Managers. This includes monitoring compliance to project controls standards and procedures, identifying potential risks and issues, assessing the quality of projects at each stage gate in the project timeline. The Manager is also responsible for maintaining the master schedule, ensuring cost control and document controls.


Develop standardized project controls processes to be utilized across all agencies. Lead, mentor and train project controls staff in the subject areas of cost estimation and budgeting, scheduling, cost control, document control, and performance reporting (communication).

Implement and maintain the above mentioned project controls processes within a suite of Standard Project Management Tools, such as MS Project Server (scheduling and estimating processes), SharePoint (reporting, document management, communications), and PeopleSoft (project cost accounting, procurement and invoicing) for documents within the scope of the position.

Train and support program/project managers in project management/project delivery. Facilitate training and knowledge transfer of the subjects of schedule management; cost management, scope management; risk management; and stakeholder management.

Perform quality control reviews of project schedule and budgets developed by others, including Project Managers and Project Controls Engineers, to ensure accuracy and consistent applications of EAM’s Standard Project Management Tools.

Plan, coordinate, supervise, and direct all cost and schedule activities using approved practices and standard project management software tools for project, contract and cost management. Prepare monthly reports for the HQ-PMO, updating of costs and resources, schedules, and perform earned value management versus the baseline.

Monitor compliance to project controls standards and procedures, and initiate corrective measures as necessary. Identify potential risks and issues.

Escalate areas of concern to sponsor groups, Program Executive and Program Leadership Team with recommended mitigations/responses. Analyze reports and make recommendations to Program Executive and Program Leadership Team.

Interface and maintain liaison with program managers, project managers, subcontractors and others on all controls related items and functions including reporting requirements, budgets, cash flow, etc.

Responsible for, with potential to supervise the implementation, maintenance and continuous improvement of cost engineering related to the project and provide general direction in the EAM and Company’s processes and business practices to ensure overall cost control. This responsibility includes: ensuring the program and project teams adhere to EAM and the Company’s cost control standards and procedures as outlined by the HQ-PMO; leading the development of EAM budget documentation and managing portfolio cost data on an ongoing basis; managing and processing invoices and contracts with third party vendors; overseeing the implementation and maintenance of a formalized cost change/trend management process to ensure that all staff and contractors identify cost changes in a timely manner such that appropriate mitigating management actions can be initiated to ensure cost objectives are achieved; and making knowledgeable portfolio forecasts based on current information and experience.

Responsible for, with potential to supervise, developing and maintaining the overall EAM Master Schedule. This responsibility includes: working with all schedulers and program management team members to obtain the latest schedules in the appropriate program format for each stage and incorporate into EAM Master Schedule; ensuring scheduling and cost control standards are implemented on all EAM projects; providing schedule controls oversight for all EAM projects, and providing ongoing and periodic analysis and reports regarding project status, progress, delays and opportunities for improvement; and preparing, updating and issuing master schedules, and specialty schedules, input and progress reports.

Responsible for managing the production of MTA Program reports and develop strategy, standards, processes and procedures for establishing and maintaining regular reporting of MTA EAM Program. This includes liaising with agency program managers, key internal and external stakeholders, consultants, and support staff to collect updates for inclusion in reports.

Responsible for collaborating with Deputy Director, Infrastructure Technology on decisions involving appropriate placement of EAM HQ agency documents, such as projects executed by the Company or its subcontractors to ensure integrity and quality of project documentation.

Work with Program Manager to ensure critical program and project documents and maintenance in a centralized repository for access project controls and audit ability.


Thorough understanding program, project management methodologies, and project management fundamentals such as: scope, schedule, budget, quality, resource management and risk.

Must have excellent research, writing skills and presentation skills and ability to facilitate meetings highly desired.

Desired familiarity with systems development lifecycle methodologies, and Business requirements gathering.

Knowledge of EAM implementation in a transportation environment strongly preferred.

Must be able to work well with people to gain cooperation, mediate contract issues and coordinate logistics.

Education and Experience

BS, BA or BBA degree in Industrial or Systems Engineering, Project Management, Business Process Management, Urban Planning or Operations Research, or relevant disciplines is required.

Minimum of five years of project management experience with project controls experience in two or more Project Controls functions preferred.

Must have previous demonstrated experience managing large, complex projects.

Must have demonstrated experience effectively leading small sized teams and working effectively with other leaders, staff, and consultants.

Must have experience using process modeling tools MS Office, Project and Visio highly desired.
