The Asset Management & Planning Department has a vacancy for a Business Systems Analyst 3. This position calls for an experienced candidate who is self-motivated, detailed oriented, collaborative, and highly skilled at translating business requirements into practical solutions that enable results.


This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

How your work would contribute to our organization and the Twin Cities region

The Business Systems Analyst 3 (BSA3) supports the end users of enterprise asset management business processes and technology solutions within the Environmental Services Division. This includes operational and engineering business functions and processes that use Oracle Work and Asset Management (WAM) or other Enterprise Asset Management (EAM) solutions, mobile applications as well as the integrations and interdependencies with other ES and Council systems. The BSA3 helps users access data to support decisions and works directly with end users and stakeholders to improve business processes enabled by technology systems. This position also works with the centralized technology provider to support the EAM solution lifecycle, particularly the user-engagement aspects of needs assessment, configuration and support. The Met Council is currently evaluating new EAM solutions and will implement a replacement to WAM in the next few years. The person in this position will be part of a dynamic team working with industry leaders in support of this exciting project!

Full Salary Range: $37.50 - $56.60 hourly / $78,000 - $117,728 annually
Anticipated Hiring Range: $37.50 - $42.56 hourly / $78,000 - $88,525 annually

Note: The salary displayed is the full salary range. The hiring salary will be determined based on the final candidate's qualifications, the Council's internal pay structures, and our total compensation package for the position.


WHAT YOU WOULD DO IN THIS JOB

  • Use knowledge of Asset Management practices to analyze work processes and provide customer driven solutions to increase business effectiveness and efficiency.
  • Maximize the use of enterprise asset management systems and integrations, utilizing their capabilities to support decisions, automate processes, implement user-driven improvements.
  • Gather input for and perform configuration of user workflows, interfaces and decision processes.
  • Gather and analyze business requirements, improving and deploying technology solutions to meet user acceptance criteria.
  • Apply an in-depth knowledge of enterprise-wide application systems to lead projects of moderate complexity within the division. Define project scope, objectives, tasks, communication, deliverables and timelines.
  • Engage stakeholder groups for input using collaboration and continuous improvement methods.
  • Serve as a resource to professional and technical staff, and to internal customers on Asset Management systems and data/information reporting.
  • Develop, coordinate, and implement asset-related business processes improvements.
  • Develop and update training curriculum and materials. Conduct formal training sessions for asset-related business processes.
  • Work with Planning, Engineering, Maintenance and Operating Business Units to add, improve and convert asset data and records.
  • Support implementation and system go live schedules for all shifts.
  • Other duties as assigned.

WHAT EDUCATION AND EXPERIENCE ARE REQUIRED FOR THIS JOB (MINIMUM QUALIFICATIONS)

Bachelor's degree in computer science, data science, software engineering, management information systems or a related field AND four (4) years' experience in business systems analysis or related analytical experience with a minimum of one (1) year performing configurations and modifications within an enterprise business application.

OR


Associate degree in computer science, data science, software engineering, management information systems or a related field AND six (6) years' experience in business systems analysis or related analytical experience with a minimum of one (1) year performing configurations and modifications within an enterprise business application.

OR


High School diploma/GED AND eight (8) years’ experience in business systems analysis or related enterprise asset management/GIS experience with a minimum of two (2) years performing configurations and modifications within an enterprise business application.

Equivalency: master's degree in a related field may substitute for two (2) years of experience.

License: Should have a valid driver's license with an acceptable driving record.


What additional skills and experience would be helpful in this job (desired qualifications):

Experience with processes, methods, and techniques to analyze and evaluate business processes in an asset intensive water or wastewater utility.

EAM planning, implementation, rollout and support experience.

Working knowledge of project management principals.

Experience with reporting tools such as MS Power BI, Business Objects etc.

Knowledge of Asset Management practices and/or Computerized Maintenance Management System (CMMS) processes.

Good written and verbal communication skills and the ability to communicate to a diverse group of customers and teams at all levels of the Council to accomplish project, team or work goals.

Experience working and collaborating in diverse, multicultural, and inclusive environments.

What knowledge, skills, and abilities you should have within the first six months on the job:

  • Good understanding of and ability to promote best business practices.
  • Knowledge of Oracle, SQL Server, writing queries and extracting data
  • Ability to work closely and collaboratively with different units within ES
  • Ability to facilitate team meetings and working groups
  • Ability to read, analyze and interpret common technical journals, financial reports and legal documents.
  • Strong partnering and collaborate skills working with diverse work groups
  • Ability to effectively present information to management, staff or Senior Leaders.
  • Ability to interpret and apply mathematics and statistical methods and procedures gained through professional educational training.
