Asset Reliability Specialist

General SummaryThe Asset Reliability Specialistimplements asset reliability methods and strategies that optimize maintenance and operations at WSSC Water Production facilities, reducing asset life-cycle costs. This role leads Reliability Centered Maintenance (RCM) and Root Cause Analysis (RCA) initiatives to establish proactive maintenance standards.
Essential Functions
  • Leads the implementation of risk-based asset maintenance plans
  • Develops and implements asset condition-based maintenance (CBM) program
  • Develops and implements a preventive maintenance (PM) Optimization program
  • Leads the Production Department reliability centered maintenance (RCM) and root cause analysis (RCA) programinitiatives
  • Assists with the development, review, implementation, and enforcement of technical specifications related to design and construction work
  • Develops, facilitates, and leads Reliability training programs
  • Provides technical management and support for the development of Production asset hierarchy
  • Execute statistical methods to analyze asset failure data to determine the need for adjustments in maintenance, repair, overhaul (MRO) inventory, planned maintenance frequencies, and equipment design
  • Uses statistical methods and reliability modeling to determine optimized equipment maintenance strategies based on key metric such as: cost of process downtime, cost of direct maintenance, mean time between failures (MTBF), mean time to repair (MTTR), environmental, health, and safety (EHS)
  • Provides overall guidance to the Production Department Asset Management Steering Committee
  • Leads cross-functional project teams managing projects with varying degrees of complexity;
  • Collaborates with cross-functional staff (Engineers, Maintenance Technicians, Operators, Asset Strategy Managers, etc.) to identify maintenance, operations and capital improvement opportunities
  • Establishes Asset Reliability policies and procedures for the Production Department;
  • Collaborates with Production Department stakeholders to implement reliability program recommendations
  • Analyses Production process operating and maintenance costs, for economic comparisons, to recommend Production process equipment upgrades and/or process modifications
  • Drives a vehicle to conduct WSSC Water business

  • Must have in-depth working knowledge of Risk-Based analysis tools such as Criticality Analysis and Failure Modes Effect Analysis
  • Thorough knowledge of Reliability Centered Maintenance (RCM) practices and strategies
  • Knowledge of Preventive and Predictive Maintenance technologies and strategies
  • Ability to lead teams in the development and implementation of sustainable systems
  • Ability to establish asset hierarchy and associated Bill of Materials and Critical Spares, and knowledgeable in how each impacts the optimization of asset maintenance systems
  • Must have a working knowledge of electrical, hydraulic and pneumatic principles and their use on mechanical systems
  • Working knowledge of the principles and practices related to asset management
  • Thorough knowledge of sound engineering principles and practices, and their application to operation and maintenance of water/wastewater Production processes
  • Comprehensive knowledge of the water/wastewater industry, electrical/mechanical trades; and associated repair/replacement scenarios
  • Considerable knowledge of industrial machines, equipment, materials, tools, and equipment of the electrical/mechanical and instrumentation trades
  • Ability to make engineering computations, estimates, and designs; able to review and interpret engineering plans and specifications
  • Proficiency with Microsoft Office applications
  • Thorough knowledge of the principles and practices needed for effective Computerized Maintenance Management System (CMMS) use, such as Oracle WAM
  • Knowledge of equipment diagnostic, and condition assessment, tools and methods for electrical/mechanical equipment
  • Ability to work from drawings, schematics, and specifications and interpret blueprints, plans and schematics
  • Ability to exercise good judgment in planning and detailing maintenance work; interpret and evaluate the need and cost of contracted services
  • Ability to analyze and prepare maintenance plans and specifications; conduct failure analysis investigations and prepare comprehensive reports; develop solutions to maintenance problems through the use of asset management strategies
  • Ability to assess and balance workloads and project assignments
  • Ability to establish and maintain good working relationships
  • Ability to organize and lead cross functional project teams
  • Demonstrated team building, group leadership, project management and verbal and written communication skills
Minimum Education, Experience Requirements
  • Bachelor’s degree
  • 6+ years technical experience in water, wastewater, or similar industrial operations
OR
  • High school diploma or equivalent
  • 10+ years technical experience in water, wastewater, or similar industrial operations
Additional Requirements
  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
  • Possession of a valid driver’s license with no more than 4 points and ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date

  • Experience working on construction or maintenance tasks at water or wastewater utility facilities or commercial building facilities
  • Certified Maintenance & Reliability Professional (CMRP) certification
  • Certified Maintenance & Reliability Technician (CMRT) certification
  • Certified Reliability Leader (CRL) certification
  • Certified Maintenance Manager (CMM) certification
  • Certified Lean/Six Sigma Black Belt Certification
  • Design and/or construction experience with water/wastewater projects
