Joseph A. DeCuir, P.E., is a Professional Engineer
in LA and TX and currently serves as the Manager
of Asset Integrity at LOOP LLC, where he once
served as the Manager of Engineering. Prior to
LOOP, Mr. DeCuir also served as the Manager
of Engineering for the U.S. Department of
Energy Strategic Petroleum Reserve Project for 8
years. Joe’s background as a subject matter expert in the areas of Pipeline
Engineering, Cavern Engineering, Tank Integrity, Facility Integrity and Risk
Management has supported his role over the past 10 years at LOOP to
maintain and improve asset reliability by reducing risks. Mr. DeCuir has
over 37 years in the Oil & Gas Industry, obtained a Bachelor of Science
degree in Mechanical Engineering from the University of New Orleans
in 1984 and became a registered Professional Engineer in 1996. Joe has
worked on numerous API committee’s since 2001, including Past Chair for
the Committee on Pipeline Standards and Chair for API RP 1115 Standard
for “Design and Operation of Solution-Mined Salt Caverns Used for Liquid
Hydrocarbon Storage”. He is presently a member of the Global Industry
Services Committee for API.
