U.S. Navy Analysis of Submarine Maintenance Data and Development of Age and Reliability Profiles

ABSTRACT
In 1961a U.S. Government sponsored task force reported its findings on the effect of scheduled maintenance and aircraft reliability. They stated "In the past, a great deal of emphasis has been placed on the control of overhaul periods to provide a satisfactory level of reliability. After careful study, the Committee is convinced that reliability and overhaul time control are not necessarily directly associated topics." Further studies that also supported this precept led to a new discipline known as "Reliability Centered Maintenance". This RCM discussion focuses on one of the principles of RCM - Hardware may wear out or have random failure - Random is more common - and the U.S. Navy's findings in regard to this principle. In 1998 Naval Sea Systems Command activity SUBMEPP (Submarine Maintenance Engineering, Planning and Procurement) developed the capability to generate Age and Reliability curves utilizing maintenance feedback data. This provided the organization a new means to objectively measure the effects of planned maintenance to engineer optimal maintenance plans. After three years of generating Age and Reliability curves, SUBMEPP is ready to report that the 1961 finding still holds true. In the majority of cases, there is no relationship between overhaul time and reliability.

When Benjamin Franklin wrote, “An ounce of prevention is worth a pound of cure,” he was referring to fire safety. But, as you may know from experience, this saying holds true with regard to preventive maintenance (PM). Simply stated, preventive maintenance is an activity performed at a set interval to maintain an asset, regardless of its current condition. It’s a properly planned activity, where materials and parts are on hand and labor is scheduled ahead of time.The goal of any PM program is not only to extend the life of an asset or maintain it to its existing capabilities, but to also identify potential failures that could cause an unexpected event in the future. Properly planned corrective maintenance is typically several times less expensive than performing unplanned work. But, are the typical frequencies that PMs occur actually correct?

Design Management: Reliability at the Start

While the engineering is important, items related to reliability and maintainability are sometimes treated as afterthoughts. To reduce the chance of premature failure and frustration and reduce the unexpected, a Design Management Program should be implemented and enforced. The Design Management Program should place an emphasis on reliability and maintainability with participation from all levels of the plant including engineering, maintenance, operations, safety, and purchasing. The program should also establish the review process with an incremental methodology. All design projects, whether capital or non-capital require the same methodology for inputs and review. Of course the larger the project the longer the process so enough planning time should be allowed, often a year or more in advance of the actual installation start date.
