Any time a market (or an entire economy) declines, there are certain behaviors that we can expect to observe in companies. The specific actions we witness should come as no surprise to even the casual observer, especially since the actions taken by companies during tough financial periods are also observable in individual human behavior during times of great fear. And what other emotion would be more fitting than fear when corporate revenue experiences a sustained decline?
About 30 years ago, the Plant Engineer of an ITT Rayonier paper mill in north Florida called me into his office and announced that, as a reward for a job well done, I was being given the position of Plant Maintenance Engineer. This was a bit confusing at first, as I was a mechanical/civil Project Engineer at the time, in a 38 year old facility that had never had a Maintenance Engineer.
Creating a New Partner with Reliability Centered Operations
by Paul R. Casto, CMRP
To optimize both maintenance risk and cost, the interrelationships between reliability, maintenance and operations must be considered and leveraged to capitalize on the strengths of each. Reliability Centered Operations (RCO) is an approach that optimizes these relationships through the application of a maintenance strategy built from failure analysis that will yield more expansive and cost-effective risk reduction tasks.
With few exceptions, most mills I visit ask me what I think of contract, or outsourcing, of maintenance. In this month's column I would like to elaborate on what kind of maintenance should or should not be contracted out and the reasons for choosing either option.

Going from vision to reality in a reliability journey - and how the process grows and changes as the culture transforms from the complacency of run to failure, to the accountability of continuous improvement - is an experience that anyone in the maintenance and reliability profession should get excited about. In this article, we will take a look at a reliability centered effort still in the midst of this journey.
All oil and gas exploration and processing projects should be supported with a tailored strategy for their maintenance and inspection requirements, and facilities should be started up with their Maintenance and Inspection program properly defined by function and should be readied in systems that will support the execution of that work. These are typically big support activities covering all equipment and their sub-assemblies.

Over the past year I've worked with Terry O'Hanlon to do a series of webinars on the most popular tools in the market place for improving manufacturing/operational performance in industrial plants. As part of these webinars, we've asked participants to answer a set of questions related to their practices to get a sense of how well they were working. Many of their responses were encouraging - 42% are working to apply lean manufacturing principles, of which 70% of those say its working; many are using the various tools in a sustainable way. And, more than 95% rated safety as a top priority.
It is amazing that while there is so much discussion in various media about energy and carbon reduction, most plant personnel fail to realize that there are incredible opportunities for cutting energy waste and carbon gases right under their proverbial noses. These are opportunities that could dramatically improve their company's competitiveness.
The number one law of economics you need to know is based on a principle discovered over 200 years ago. You've probably heard of it - it's called the Law of Diminishing Returns.
This work analyzes both profile and role of the maintenance man within the framework of current and future developments in the maintenance function. In times when other company functions are subject to automation, robotics and tend to the elimination of people at the worksite, maintenance appears as a typically human task that makes an irreplaceable contribution to modern companies' competitiveness.
We have studied the conceptual and organizational references that now determine the maintenance function as well as current trends and concluded upon the requirements that the maintenance professional must fulfill in order to do his job effectively, i.e., as stated in the definition of the maintenance function, to assure company competitiveness.
